BACKGROUND:
The Water Utilities issued Bid 18-107, West Waterworks Electrical Upgrade Project, seeking vendors to replace a 500kW generator, four electrical starters on existing booster pumps, remote monitoring equipment and other associated electrical equipment.
West Waterworks initially constructed in 1990, is one of the City of Naperville’s 8 Lake Michigan water receiving stations connected to the DuPage Water Commission system. West Water Works has four booster pumps and a four-million-gallon water reservoir with stand-by electrical power generation to supply water to the community during a power failure. Booster pumps pump water from the reservoir during periods of high demand and provide additional firefighting capacity when needed.
Recently, the existing stand-by generator experienced a catastrophic failure and is no longer operable. To maintain system readiness and reliability, this project replaces the failed generator, electrical gear and an existing booster pump which are at or beyond their expected service life.

The engineer’s estimate is based on budgetary costs provided by equipment manufacturers. Prices for Bid 18-107 are in line with the engineer’s estimate.
FISCAL IMPACT:
CIP #: WU07 - Miscellaneous Waterworks Improvements
This contract will be expensed to the infrastructure account listed below as part of the annual capital improvement program. A total of $490,000 is budgeted for WU07 in 2018. The remainder of the award will be funded through savings on other capital projects including watermain oversizing payments (WU08).
