BACKGROUND:
The City employs fences and gates at many of its facilities to secure access to each site. In February 2020, City Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process typically used in the procurement of government construction projects. In the JOC procurement method, the city and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined book price that is multiplied by a competitively bid adjustment factor.
In November 2019, Tetra Tech, Inc. conducted a vulnerability assessment of Water Service Center (WSC), 1200 West Ogden Avenue, as part of a larger assessment of key critical infrastructure in Naperville and Aurora. In January 2021, staff further evaluated the physical security of WSC and privacy concerns with neighboring residential properties at 1083 and 1087 5th Avenue.
In June 2021, Council awarded Robe Inc. Phase 1 of the Water Service Center security upgrades. Work included a security plan to upgrade the gate system at both site entrances and replacement of the City-owned 14-foot-tall fencing, orientated north to south, adjacent to the neighboring residential property. Staff chose to employ the JOC method over traditional bidding to expedite completion, given the security concerns.
DISCUSSION:
Due to unforeseen circumstances, the large wooden fence running from east to west along the creek will also need to be replaced. This 500-foot-long span of the 14-foot-high wooden fence was installed in 1990 and has experienced several failures during the winter of 2021/2022 and spring of 2022. Currently, there are large sections of this fencing missing due to post failures.
This portion of the Water Service Center fence was planned to be replaced in 2024, but due to the unanticipated decay of the fence posts, footings, and other wooden areas of the fence, it will need to be replaced as soon as possible. Also, along with this work, updates to a smaller section of fencing and a gate located by the trash enclosure shared with Fire Station #9 will be completed.
The completion date for this project is September 30, 2022.

Security upgrades are expensed to the Building Improvements account listed below, as part of the capital improvement program. A total of $2,275,000 is budgeted for WW034 within the Water Capital Fund under an Infrastructure account in 2022. The budgeted funds will be used for this project under the account listed below.
