BACKGROUND:
The Naperville Riverwalk Commission (“Commission”) engages an individual and/or professional firm capable of providing it with professional planning, architectural, engineering and construction management services.
The City Council awarded Contract 17-084 to Engineering Resource Associates, Inc (ERA) on May 16, 2017 for a 43-month term from June 6, 2017 to December 31, 2020; with two, one-year options to extend. On October 20, 2020, the City Council awarded Option Year One for an amount not to exceed $167,500 for the purpose of providing ongoing engineering/design support to the Commission. On November 16, 2021, the City Council awarded Option Year Two for an amount not to exceed $362,500.
During the original term of the agreement, ERA provided assessment, analysis and prepared plans for the rehabilitation of the Moser Tower and Eagle Street walkway. ERA also assisted the Commission on the Riverwalk 2031 Master Plan. During the first one-year extension ERA continued support to the Commission along with resident engineering services for the construction work on the Moser Tower and Eagle Street walkway. During the second one-year extension ERA continued support to the Commission along with resident engineering services for the construction work on the Moser Tower, Eagle Street walkway, south extension, and reroofing the bridge and grand pavilion.
DISCUSSION:
This Change Order is requested to extend the contract by one year. Preliminary engineering for the South Extension and for the Eagle Street Gateway and Accessibility Improvements was initiated under this contract and is still underway. Due to the many unknowns and potential for unexpected delays, the City’s contracts for preliminary engineering design typically do not include an end date when individually awarded. In this case, these two projects are subject to the contract end date for the Riverwalk Consultant contract. Rather than moving these projects to the new Riverwalk Consultant contract, staff recommends completing these projects under the original contract.
