BACKGROUND:
The City of Naperville (City) currently maintains an Intergovernmental Agreement (IGA) and a Memorandum of Understanding (MOU) with Naperville Community Unit School District 203 (D203) regarding Naperville Police Department School Resource Officers (SROs).
The attached IGA and MOU reflect the collaborative efforts to maintain safety and support within the school community.
DISCUSSION:
As of July 2026, D203 has approved the amended IGA and MOU with the following updates:
1. Practices that reflect current legislation and statutory updates, to include not issuing students monetary fines, fees, tickets, or citations as a school-based disciplinary consequence for a municipal code violation on school grounds during school hours or while taking school transportation.
2. Language that reflects the collaborative expectations between officers and D203 administrators. It also incorporates a revision from the original January 2026 proposal, clarifying that police interactions with students will remain consistent on campus regardless of age, while acknowledging that the judicial system treats individuals 18 and older differently under the law.
3. Language that is aligned with the SRO job description.
4. Clarification regarding the application of Naperville Police Department and D203 procedures for positively supporting and managing student behavior.
FISCAL IMPACT:
No change to the existing financial structure. D203 will continue to reimburse 50% of the salary and benefits, as well as 100% of overtime costs incurred by SROs during the regular school term.
