BACKGROUND:
In March 2026, the Transportation, Engineering, and Development Business Group (TED) issued Bid 26-012, 2026 Sidewalk Trip Hazard Removal Project, to perform maintenance on existing sidewalk squares throughout the city.
Repairs are made by using concrete sawing to remove vertical differentials between sidewalk slabs. The City has been using this program for over a decade to successfully maintain safety for pedestrians and all users of ther sidewalk system.
Locations for this project aim to complete sidewalk repair work in advance of planned future resurfacing street segments. Performing this work in advance of resurfacing is expected to result in a decrease in the removal and replacement of sidewalk squares, providing a more cost-effective and sustainable treatment for addressing vertical differentials.

As required in the project Special Provisions and as clarified in responses to the bid advertisement, the only acceptable method of repair is to use an equipment mounted horizontal saw.
The low bidder, Northern AV Group, was unable to provide the required three reference checks as required for the project. Through discussion with Northern AV Group, it was determined that their approach for repair was not an acceptable method for the City.
