BACKGROUND:
The Illinois Telecommunicator Emergency Response Taskforce (IL-TERT) is a statewide mutual aid network designed to provide trained public safety telecommunications personnel and resources to agencies experiencing emergencies that exceed their available operational capabilities during natural or man-made disasters.
The Naperville Police Department Emergency Communications Center recommends joining IL-TERT to enhance regional and statewide collaboration and ensure its ability to maintain continuity of operations during large-scale incidents.
Participation in IL-TERT requires approval of an intergovernmental agreement (IGA) by the governing body of each participating agency.

DISCUSSION:
The proposed resolution, if adopted, will authorize the City Manager to execute the IL-TERT IGA on behalf of the City of Naperville. Key components of the agreement include:
1. Participating agencies agree to provide telecommunicators, equipment, and other resources to assist a stricken agency during emergencies or disaster events when local resources are overwhelmed.
2. Participation is voluntary, and agencies retain the discretion to determine the level of assistance they can provide, including the ability to decline or withdraw resources to maintain service within their own jurisdiction.
3. IL-TERT is intended for large-scale incidents, typically during declared disasters, where reimbursement for eligible costs is available through state or federal processes. In other situations, assistance is generally provided as mutual aid, with participating agencies responsible for their own costs.
