BACKGROUND:
The parcel located at 430 S. Washington Street is currently vacant. North Central College purchased the property in 2012 and entered into an agreement with the City of Naperville to utilize this property by continuing the Riverwalk along this area.

In 2015, the City secured a $1.1 million grant from the State of Illinois. Approximately $99,000 was previously applied to project design costs, leaving more than $1 million available.

On October 20, 2020, the City Council endorsed the Riverwalk 2031 Master Plan prepared by the Naperville Riverwalk Commission. This plan is based on a vision for the Riverwalk as it approaches its 50th Anniversary in 2031 and outlines several capital projects to expand and increase accessibility, including the North Central College Riverwalk Park.

The City secured a second grant from the state in 2025 for $200,000.

DISCUSSION:
On April 7, 2026, the Transportation, Engineering, and Development Business Group issued Bid 26-016 North Central College Riverwalk Park - 430 S. Washington St., seeking qualified vendors to build an extension of the low-flow Riverwalk path to provide pedestrian connectivity between Washington Street Bridge and the Moser Covered Bridge. Two public gathering plazas highlighting the history of North Central College will be constructed and will be accessible via ADA-compliant ramps.
