BACKGROUND:
In March 2023, the Water Utilities issued a request for a quote for Work Order 22-067F seeking to retain the services of a qualified and experienced consultant to survey portions of Springbrook Prairie Forest Preserve, delineate wetlands and wetland buffer zones and identify the anticipated permitting requirements related to excavation and maintenance activities at several specified locations. Crawford, Murphy & Tilly, Inc. (CMT), an approved shortlist vendor, was awarded the work order for these services.

Due to their performance on Work Order 22-067F, staff recommended exercising the City's ability to retain CMT to provide design engineering services for the Springbrook Prairie Sanitary Sewer Rehabilitation. Design engineering services, Work Order 22-067-0.K.00-WU, included approximately 5,200 feet of 42-inch sanitary interceptor lining, 15 manhole rehabilitations and replacing two existing drop manholes with a nine-foot diameter structure incorporating the IEPX Vortex system. A Wetland Mitigation Monitoring & Management Plan was also developed by CMT and approved by DuPage County Stormwater Management (DCSM) as part of the Stormwater Management Certification Authorization on February 20, 2026.

As part of these work orders, the City has the option to utilize the services of the successful vendor for future phases.

DISCUSSION:
