BACKGROUND:
In February 2024, Water Utilities issued Work Order 22-067-0.I.00-WU seeking to retain the services of a qualified and experienced consultant to manage agency permitting and prepare construction documents for a water main rehabilitation at the northwest quadrant of Tollway Route I-88 and IL Route 59. Crawford, Murphy & Tilly, Inc. (CMT), an approved shortlist vendor, was awarded the work order for these services.

The purpose of the project is to install a cured-in-place pipe liner inside 400 FT of 12" ductile iron water main crossing Tollway Route I-88 and the directional drill installation of approximately 720 FT of 12" ductile iron or PVC C900 water main. A Wetland Mitigation Monitoring & Management Plan was also developed by CMT and approved by DuPage County Stormwater Management (DCSM) as part of the Stormwater Management Certification Authorization on March 23, 2026.

As part of this Work Order, the City included the option to utilize the services of the successful firm for future phases.

DISCUSSION:
Due to the successful execution of Work Order 22-067-0.I.00-WU, and in order to maintain project continuity and efficiency, staff recommends the City exercise its ability to retain CMT and award Work Order 22-067-WATER-26-05 to provide construction management services for the Odyssey West Water Main Improvements.
