BACKGROUND:

The roadways of Sylvan Circle and East Porter Avenue, from Julian Street to Sylvan Circle, are designated as local streets with speed limits of 25 mph. These roadways are currently two-lane substandard roads with no curb and gutter.  This neighborhood and adjacent properties along Prairie Avenue and White Oak Drive are prone to localized flooding due to the lack of a storm sewer network. The Transportation, Engineering, and Development Business Group (TED) has identified the need to improve Sylvan Circle and East Porter Avenue roadways to meet current City standards.

 

The Water Utilities has also identified the need to upgrade the existing water main and sections of existing sanitary sewer along Sylvan Circle and East Porter Avenue. The existing water main is near end of life and sections of the existing sanitary sewer are requiring replacement. 

 

In February 2023, the City issued Work Order 17-122H to design the necessary improvements to upgrade and loop the water main providing better water flow, pressure, and circulation while also creating a better driving experience for motorists by widening and re-aligning the roadway, installing new pavement, curbs and gutters, and a storm sewer system.

 

In February 2024, TED issued Bid 24-005, Sylvan Circle and East Porter Avenue Utility and Roadway Improvements, to make utility improvements and reconstruct Sylvan Circle and East Porter Avenue, from Julian Street to Sylvan Circle.

The low bidder, Millennium Contracting Co., contacted the City prior to the March 19 City Council meeting stating they would like to withdraw their bid due to errors made with their bid prices. The next lowest bidder, R.W. Dunteman, Co., was contacted and agreed to honor their bid. Being the next lowest responsive and responsible bidder, staff recommends award of the contract to R.W. Dunteman, Co.

 

The term of the contract is from the date of award through the final completion date of May 15, 2025.

Construction work related to the Sylvan Circle and East Porter Avenue Utility and Roadway Improvements (SC259) project is expensed to the Infrastructure accounts listed below. In 2024, a total of $5,566,564 was budgeted for SC259. Of this amount, $5,261,564 was budgeted for construction work and an additional $305,000 was budgeted for design and engineering. The requested award is within budget for this expense.
