BACKGROUND:
In 1968, the two-million-gallon standpipe at the Northeast Waterworks (NEWW) was constructed. In 2016, the standpipe exterior was spot treated and overcoated. In 2004, the interior was spot coated. These coatings have exceeded their life expectancy and surfaces now need to be cleaned to bare metal and recoated.
On August 24, 2023, KLM Engineering, Inc. (KLM), an independent third-party engineering firm, inspected the NEWW standpipe. The inspection revealed deterioration of the interior and exterior surface coatings with numerous failures exposing the structure to corrosion and rust. Safety and structural repairs were also identified and recommended for completion while the standpipe is out of service for painting.
Based on KLM’s inspection and a consultation with Sherwin-Williams Company, staff determined that the painting and repairs be completed to preserve the integrity of this critical asset. KLM recommends the following:
1. Exterior surface to be abrasive blast cleaned to SSPC-SP 10 condition and primed and coated with a zinc epoxy urethane coating system.
2. Logos to be applied over the new exterior surface coating with a urethane coating system.
3. Exterior standpipe wall within PAS 15D to be abrasive blast cleaned to SSPC-SP 10 condition and primed and coated with a zinc insulative coating system.
4. Dry interior/access pallister surface to be abrasive blast cleaned to SSPC-SP 10 condition and primed and coated with a zinc epoxy coating system.
5. Wet interior surfaces to be abrasive blast cleaned to SSPC-SP 10 condition and primed and coated with a zinc epoxy coating system.
6. Concrete foundation to be repaired to SSPC-SP 13 condition and coated with an epoxy coating system.
KLM also recommends items for repair, replacement, and installation such as antennae penetrations, metal work, manways, vents, fall protection, and lighting.
Staff concurs with the KLM recommendations as well as performing additional repair such as roof flashing, level measuring instrumentation, and SCADA/PLC programming.
DISCUSSION:
In February 2024, the Water Utilities issued Bid 23-250, for the Northeast Waterworks Standpipe Rehabilitation, located at 1593 Naperville-Wheaton Road.

Staff recommends awarding the bid to the lowest responsive bidder ERA-Valdivia Contractors, Inc. ERA-Valdivia Contractors, Inc. is an Illinois-licensed and bonded painting contractor that will provide the necessary labor, materials, and equipment for the rehabilitation and painting of the NEWW standpipe.
The term of the contract is from the date of award through final completion date of December 31, 2024. The contract includes a two-year warranty inspection after completion to identify and address any coating failures that may need repairs.

Rehabilitation of the standpipe at the NEWW is expensed to the account number listed below as part of the capital improvement program. The project is funded at $2.0 million for 2024. The requested award, including the contingency amount, is within the budget.
