BOARD/COMMISSION REVIEW:
The SECA Commission met on Saturday, November 18, 2023 to receive applicant comments and ask any outstanding questions regarding the applications. On Thursday, December 7, 2023, the SECA Commission met and reached consensus on a CY2024 allocation recommendation. The SECA Commission met to revise the unified recommendation on both January 17, 2024 and February 21, 2024 due to the withdrawal of two applications.

 

BACKGROUND:
Each year, approximately $2.1 million from the City’s Food and Beverage Tax revenue is allocated to the SECA Grant Fund Program. Much of that allocation is dedicated to commitments that must be funded in accordance with an ordinance, resolution, Intergovernmental Agreement, or in support of fund administration. These are non-discretionary and categorized as City Obligations. The City Council approved the CY2024 allocations on October 17, 2023 (File 23-1142). Upon approval of the City Obligations, the remaining balance of $1,048,711 was made available to the SECA Commission for discretionary funding allocation.  

 

DISCUSSION:
The SECA Commission reads all grant applications, hosts meetings with applicants, and ultimately reaches consensus on a unified funding recommendation. A resolution eliminating the individual City Council funding recommendation portion of the SECA grant process was approved on February 20, 2024. The City Council retains final allocation authority of the SECA grant but no longer reviews applications or individually recommends funding prior to approval.  

 

FISCAL IMPACT:
$1,048,711 from the annual Food and Beverage Tax revenue will be allocated to the CY2024 SECA Grant Fund Program recipients.
