BACKGROUND:

The Department of Public Works (DPW) manages concrete, landscaping, and asphalt restoration services at locations throughout the City primarily resulting from Water and Electric Utilities’ and DPW system repairs and maintenance projects. The concrete restoration services include the replacement of sidewalk, roll curb and gutter, barrier curb, and concrete driveway aprons. Services also include topsoil and seed installation in the area surrounding the newly poured concrete.

 

DPW has historically bid concrete restoration services.  Over the past few years, contractors have struggled to complete the work in a timely fashion.  The size of the restoration varies substantially, with most of the repairs being relatively small.  In addition, the hundreds of sites needing restoration services are scattered throughout the city making it difficult for some contractors to complete the work efficiently.  As a result, an in-house concrete restoration crew was added as part of the 2024 budget. 

 

DISCUSSION:

DPW is proposing a pilot program for the purchase of concrete for the new in-house restoration program similar to what is being used for hot mix asphalt.  As an alternative procurement method, staff identified five concrete suppliers within a 20-mile radius of, and a 90-minute haul time from, Naperville. The criteria was was chosen to offset trucking costs and concrete curing.  The identified contractors include Prairie Materials, Ozinga, Naperville Ready Mix Inc., Vulcan Materials Company, and Kendall County Concrete Inc.

 

This pilot program is designed to give DPW the flexibility to use multiple area vendors to ensure that the material would be available when needed. 

 

Approval of the award for Concrete for in-house Restoration Program requires a waiver of Section 1-9B-4 (Methods of Source Selection) of the Naperville Procurement Code because the recommended process is not one of the enumerated methods under the Code.  Staff recommends awarding the contract to Prairie Materials, Ozinga, Naperville Ready Mix Inc., Vulcan Materials Company, and Kendall County Concrete Inc.

 

The term of this procurement method is one year from April 1, 2024 through March 31, 2025.

Concrete purchased for in-house restoration services is expensed to the Operating Supplies account listed below. A total of $95,000 has been budgeted for concrete restoration service in 2024. Additional funding is budgeted for various capital projects within the Road and Bridge, Electric Utility and Water Capital funds.  As restoration work is completed, labor and material costs will be reimbursed from the capital project funds.  The requested award of $75,000 is within the budgeted amount for this expense.
