BACKGROUND:
Naperville currently has approximately 10,000 small-diameter water meters (1" and smaller) and approximately 140 large-diameter water meters (1-1/2" and larger) that are more than 16 years old. Staff plans to replace these meters and to continue replacements on a rolling basis as meters age. As such, the department maintains a stock inventory of meters for new construction installations and replacement programs.

Water meter technology has improved vastly in recent years and now allows for remote reading and system leak detection capabilities. In 2020, the City Council awarded Contract 19-214 to Core & Main, LP to install Advanced Metering Infrastructure (AMI) hardware and integrate the City's meter data management system (MDMS) and associated software for a complete system. The licensed AMI software responsible for collecting water read information is currently installed on-premises on servers maintained by Electric Utility staff.

In 2023, 114 distribution leaks were reported with an estimated loss of 804,362 gallons of water and a total of $4,166,597. Since then, the system was upgraded to the Sensus SaaS (software as a system) Analytics software to accommodate the pressure monitoring and leak detection programs the Water Utilities plans to implement to reduce non-revenue water loss.
