BACKGROUND:

Job order contracting (JOC) is an approved alternative procurement method to the more traditional bid process typically used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of services and individual tasks associated with the scope. Typically, there are no construction documents, so it is similar to a design-build project in some respects.

 

JOC is a fixed-price indefinite-quantity contract that may be used to perform any work on facilities or properties under the jurisdiction of the City including, but not limited to, interior and exterior building renovations and repairs, site work, electrical, plumbing, HVAC, concrete, masonry, maintenance of bridges, roofing replacement and/or repairs, streetscape repairs and improvements to City sites. Under JOC, the contractor furnishes management, labor, materials, equipment and engineering support needed to perform work. The JOC includes a Construction Task Catalog® (CTC), which was developed by the City of Naperville and based on the use of experienced labor and high-quality materials. All unit prices incorporate prevailing area cost data. The labor prices are based on prevailing wages in DuPage County, as determined by the Illinois Department of Labor.

 

The contract may also be used as a joint purchase agreement between the City, Naperville Community Unit School District 203, Indian Prairie School District 204 and the Naperville Park District, as well as other agencies located within the six-county Chicago metropolitan area and state of Illinois.

 

In January 2022, the City Council awarded a two-year contract with two, two-year options to extend.  The first extension was approved by the Council in December 2021 and ends on December 31, 2023. 

 

DISCUSSION:

During the first, two-year extension, City departments contracted with Robe on 38 projects for a total cost of $1,352,500.  The project costs ranged from $1,314 to $276,060 with an average project cost of $35,593. 

 

The JOC contract was also used by six other Illinois municipalities to complete 13 projects over the two-year period.  The total value of the projects was $1.432M with an average project cost of $110,177.

 

Staff recommends awarding the second, two-year extension to Robe, Inc.   The term of the second extension is January 1, 2024 through December 31, 2025.  There are no extensions remaining on the contract.

Job order contracting services are expensed on an as-needed basis. Each department is responsible for ensuring all the work completed under this contract is within their available budget. The proposed contract ensures access to the contracting services and staff will monitor all proposed projects under this contract to ensure they are within the 2024 budget.
