BACKGROUND:
In February 2020, Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process typically used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined book price. The project is planned and negotiated through the JOC program.

The Department of Public Works - Public Building Operations Division (PBO) is responsible for the maintenance of City owned parking facilities. To prevent individuals from trespassing onto adjacent roof tops and/or vandalizing roof membranes and mechanicals, PBO and the Police Department determined that it is appropriate for the City to install security fencing along the North rooftop level wall of the Water Street Parking Deck.

DISCUSSION:
The project consists of the installation of approximately 255 lineal feet of 10-foot-high galvanized chain link fence with 1-inch mesh to prevent climbing. The work includes the installation of 2-inch diameter posts and all mounting materials.

Staff recommends this work be completed by the City's JOC Contractor; Robe Construction Inc. Staff elected to use the JOC procurement method for this project to value engineer the scope of work as well as expedite project completion.

Robe Construction is capable, qualified, and available to perform the work immediately. The work will begin August 14, 2023, and completed by December 31, 2023.
