BACKGROUND:
In May 2023, the Buildings & Grounds Department at Naper Settlement issued Bid 23-131, Naper Settlement Perimeter Fence and Entry Gates Improvements, for the replacement of the existing, multi-material, aged, and varied-height fence and pedestrian/vehicle entry gates. Specifically, the gates located at Webster Street, Porter Avenue, adjacent to Naperville Central High School, and the south border of Naper Settlement Campus. The scope also covers improvements at the Chapel pedestrian gate, two pedestrian gates and the Webster Street vehicle gate, the Firehouse gate and the Mansion service vehicle entry gate.

The City Council awarded Contract 23-131 to Peerless Fence on June 20, 2023 for a six-month term from June 20, 2023 to December 31, 2023, with no options to extend and a completion date of December 31, 2023. The purpose of this

DISCUSSION:
This Change Order is requested to expand the base scope and add a new electrified, programmable vehicle entry gate at the entrance to the Chapel parking lot off Aurora Avenue. This work will be completed before December 31, 2023 in conjunction with the rest of the base project schedule.

In recent years, cars in the Chapel parking lot have been criminally damaged and personal items have been stolen from unlocked vehicles. This parking lot is used daily throughout the year and on weekends for Settlement operations, rentals, and events.
