BACKGROUND:

Per the American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE), the two chillers at the Municipal Center have a life expectancy of 23 years. The chillers are over 21 years old. Along with the prescribed maintenance plan, hardware and software upgrades are required to maximize system efficiency and prolong the life of the equipment.

 

On May 1, 2022, the City Manager awarded Procurement 22-063 to Carrier Corporation to remove the existing PSIO based controls and cabinets and install Comfortlink controls on the two existing chillers at the Municipal Center. The proposed work included the installation of safeties and sensors, securing electrical connections and verifying chiller operations.

 

The contract was awarded for $68,000 through Sourcewell Cooperative Contract #030817-CAR with a completion date of December 31, 2022.

 

DISCUSSION:

Due to supply chain issues, Carrier Corporation was unable to obtain all the necessary components to complete this project by the established completion date, December 31, 2022.

 

A Change Order is requested to extend the completion date by eight months to allow Carrier Corporation to complete the contracted work.  If approved, the revised completion date will be August 31, 2023. No additional funds are needed to complete the outstanding work.

The additional time requested will not add additional expense to the award amount.
