BACKGROUND:
The Electric Utility (EU) uses manholes for underground conduit junction points. This allows cable to be spliced in the manhole and racked on the sidewalls. Vaults are used to support distribution equipment such as transformers and switchgear so underground electrical cables can be safely brought into the equipment.

The City Council awarded Contract 05-030 to Utility Concrete Products on May 19, 2020 for a five-year term from January 18, 2020 to January 17, 2025 with no options to extend.

Contract 05-030 is for the purchase of precast concrete manholes, switch vaults, and transformer pad/vaults. Additionally, the Agreement provides for engineering and consulting services for the design of non-standard precast concrete products that ensure reliable, cost-effective solutions.

DISCUSSION:
This Change Order is requested to support the EU's overhead to underground feeder conversion program. When the 2020 contract was created, there were no significant plans to underground overhead infrastructure. With the recent application for federal funding, the EU has initiated an Overhead to Underground Conversion Program which will require a significant amount of underground manholes and vaults that were not originally planned on this contract.

Underground manholes and vaults are purchased by the Electric Utility to use in several capital projects. These purchases are budgeted in the below Infrastructure account, which has a total budget of $15,096,000 in 2023. The change order to add $250,000 to this contract can be accommodated within the 2023 budget.
