BACKGROUND:
The Department of Public Works - Fleet Services Division requires a supplier to provide tires for the City's fleet of approximately 580 vehicles and equipment.

In July 2019, Council approved the award of Cooperative Procurement 19-175, Tires and Tube Purchase to Pomp's Tire Service via Bridgestone Americas Tire Operations, LLC, The Goodyear Tire & Rubber Company, and Continental tire for an amount not to exceed $270,000 and for a three-year term.

In 2022 CMO approved a change order to add Firestone Complete Autocare to the award, and in May 2023 Council approved a change order to add $35,000 to the current contract term.

DISCUSSION:
During the first option year, Pomp's Tire Service fulfilled 43 orders and Firestone Complete Autocare fulfilled 16 tire orders within the guidelines of the contract terms. Both vendors processed and delivered tires within the timeframe required.

Based upon the vendor's performance, Department of Public Works would like to extend the contract for the final option year. The NASPO contract terms are valid through March 31, 2024, when they will rebid.

The term of the second option to extend is eight months from August 1, 2023 through March 31, 2024, with no option years remaining.

Tire and tube purchases are expensed to the Equipment Parts account listed below. A total of $950,300 is budgeted for fleet parts in 2023. The requested award of $95,000 is within the budgeted amount for this expense.
