BACKGROUND:
On June 4, 2019, the City Council approved the award of RFQ 17-220 to Ciorba Group, Inc. to conduct the Phase 2 Design Engineering Services for the Downtown Washington Street Bridge Improvement project. The original project scope included the final design engineering services required to replace the three-span Washington Street Bridge with a two-span, post-tensioned bridge, as well as sanitary sewer, water main and electrical duct bank improvements.

DISCUSSION:
Due to the delay of right-of-way acquisition, the letting date of the project moved several times, up to almost two years which required the Ciorba Group to perform extra work to update the plans and specifications. The City also requested design modifications be made and additional documents be prepared based on right-of-way negotiations with property owners and updated streetscape standards. Further, the City requested Ciorba Group prepare detailed plans and specifications for the temporary support beams due to the deteriorated bridge condition.

Ciorba Group submitted a request for additional compensation due to the delayed letting date and extra work incurred. The cost of the extra work was $102,877. This change order was approved by the City Council on November 15, 2022.

FISCAL IMPACT:
The project received federal funding to cover 80% of the cost. City staff submitted the additional funding request to the Illinois Department of Transportation (IDOT) for approval and the request was reviewed and recently approved by IDOT for execution. An Am...
