BACKGROUND:
On August 6, 2021, pursuant to an RFP issued by the Naperville Police Department (NPD) to source a qualified vendor to furnish and install solar powered license plate recognition (LPR) cameras, the City Manager awarded a one-year contract to Flock for a one-year subscription-based model.

The NPD began using Flock Safety LPR cameras at locations near the City's roadway entrances and exits. The cameras capture and store image data used to help deter crime and increase clearance rates.

On December 7, 2021, the City Manager awarded Change Order #1 to purchase 11 additional cameras and add advance search software to help identify vehicles based on specific search criteria.

On January 18, 2023, the City Manager awarded Charge Order #2 for one additional camera to be installed on Walmart property. Walmart agreed to the installation location due to the number of calls for service and awarded NPD $1,750 from its Community Grant program to help offset the cost of the camera.

Below are a few examples of cases in which the 30 cameras has generated leads and/or led to successful apprehensions in the short time they have been operational:

1. Multiple stolen vehicles
2. Fleeing and eluding suspect
3. Burglary arrest
4. Location of a stolen vehicle that dovetailed into a financial crimes, narcotics, and firearm case.
5. Hit on a stolen tractor trailer that contained stolen items.
6. Catalytic converter suspect


Recently, the NPD was awarded a $69,300 grant from the Attorney General's Organized Retail Crime Grant for 22 more cameras. The additional cameras are planned to be primarily used to cover the egresses out of the city and will...
