BACKGROUND:

On September 6, 2016, City Council awarded Bid 16-216, 75th Street Guardrail Installation, to D. Construction, Inc. in the amount of $357,060.25.  The purpose of this project is to install guardrails to protect vehicles traveling eastbound on 75th Street from impacting the Electric Utility’s monopoles located on the south side of the roadway between Modaff Road and Naper Boulevard. 

 

DISCUSSION:

This change order is requested to modify the completion date of the contract.

 

In Fall 2016, DuPage County expressed concerns to city staff regarding the completion of the guardrail installation and the impact of the construction’s lane closures on the County’s winter operations. As a strategic regional arterial, the County typically does not allow lane closures during winter operations to ensure streets are properly plowed. After talking with the County and the contractor, the Electric and Water Utilities agreed it would be appropriate to suspend work, as suggested by DuPage County, from October 3, 2016 through April 15, 2017. The additional 198 days are requested for the duration of the suspension of work; the revised completion date is June 15, 2017.

CIP: EU12 - Relocations - Road Improvements

 

 

The 75th Street Guardrail Installation is expensed to the capital improvement account listed below.  This work is related to government required electrical system relocations, for which $700,000 has been budgeted in CY2017. The requested change order is for a time extension and will not require any additional funding.
