BACKGROUND:
In March 2021, the City Council approved Bid 21-040, Tree Removal and Stump Grinding, to contract with experienced and qualified forestry contractors for tree and stump removal services on the right-of-way of any street or alley and on property owned or maintained by the City. This contract supplements the work of the City's in-house crews to meet the demand for parkway tree removals. The first option year was awarded on December 7, 2021.
DISCUSSION:
Both D. Ryan Tree and Landscape and Steve Piper and Sons have performed well during the original term and first option year. During the original term of the contract, D. Ryan Tree and Landscape LLC and Steve Piper and Sons assisted with storm clean-up of downed trees and brush in the roadways following the June 2021 tornado. The vendors also assisted with the special brush collection for the area most affected by the tornado.
Based on the vendors' performance, staff recommends extending the contract for the second option year. D. Ryan Tree and Landscape LLC and Steve Piper and Sons requested a 5% rate increase to offset rising costs, particularly increases in wages and fuel expenses. Staff was able to negotiate a 3% increase.
The term of the second option year is January 1, 2023 to December 31, 2023, with one, one-year option remaining on the agreement.
