BACKGROUND:
The City Council awarded Contract 21-042, Street Lighting Controller, Public Building and Municipal Lots Lighting Maintenance, to Meade Electric for an 18-month term, with three, one-year options to extend. This contract provides for maintenance of all streetlight controllers in the following areas: arterial roadways, residential roadways and the central business district (CBD). Monthly maintenance of the street lighting systems in the municipal parking lots, including streetlights and controllers for the municipal buildings, test track, 95th Street park and ride lot, Route 59 train station, Downtown train station and platform and the Van Buren and Paw-Paw surface lots in the CBD are also included in this contract.
DISCUSSION:
Meade Electric performed well during the initial term of the contract, performing routine monthly maintenance and repairs on approximately 225 controllers and 500 parking lot lights.
Based upon the vendors performance, DPW recommends extending the contract for the first option year. Meade Electric agreed to maintain rates and terms provided under the current contract. During the first option year, in addition to the routine monthly maintenance and repairs, Meade Electric will be installing new LED light fixtures at the Municipal Center and on the train station platform.
The term of the first option year is January 1, 2023 to December 31, 2023, with two one-year option years remaining.

Street lighting controller and municipal lots maintenance is expensed to the Building and Grounds Maintenance accounts below. A total of $284,540 is budgeted for streetlight maintenance across four funds in 2023. This work is also related to SL137, Citywide LED Street Lighting Conversion, for which $350,000 has been budgeted in 2023. The requested award of $324,540 is within the budgeted amount for this expense.
