BACKGROUND:

The Water Department will begin a water tower painting project in late October 2022 that goes through mid-2023.  Part of the project requires all the City’s radio equipment to be removed from the tower before the painting can begin.  The water tower is the West-Southwest Elevated Tank at 2812 W. 103rd Street.  The loss of this radio equipment will impact the radio coverage in that area, particularly in-vehicle and in-building coverage for portable radios in the southwest part of the city. The impact was noticed during a field trial where the antenna was “deactivated” and the performance of the radios, especially the portables, were impacted.  The loss of the ability to communicate officer to officer and officer to dispatch could create a risk to officer safety in those gap areas.

 

DISCUSSION:

There are a couple of mitigation plans being worked out. In particular for PD, the best plan that can help eliminate the gap in performance is to purchase new radios that have normal public safety radio network signal coverage, but also allow for LTE Cellular coverage when the public safety radio coverage isn’t there. These radios will failover to the custom LTE-based application automatically when there is a loss of public safety network radio coverage. The cooperative purchase is requested to purchase 15 new LTE-capable portable radios for public safety to mitigate the loss in signal coverage for PD patrol officers and school resource officers (SROs) in the southwest part of the city who may experience a loss of radio signal.  These radios also are P25-capable which makes them re-usable when the radio network is eventually upgraded to newer P25 technology.

 

Staff has identified an approved cooperative contract, Sourcewell Cooperative Contract 042021-L3H, through L3Harris, for the procurement of the portable radios.

 

FISCAL IMPACT:

The portable radios were not budgeted for 2022; however, the PD will cover this expenditure from underspend related to the departments’ building upgrade project.
