BACKGROUND:

The City of Naperville Municipal Code Section 11-2A-8 prohibits on-street parking between 2:00 am and 5:00 am.

 

In recent years, Naperville has received concerns regarding compliance with the overnight parking ordinance. Many of the areas with lower compliance are townhome communities with limited parking options due to shorter driveways and single-car garages.

 

In response to these concerns, Naperville developed an overnight parking pilot program in 2013 that allowed residents to use a hang tag to park overnight on one side of designated streets. The program required active participation by the homeowners’ association to advertise the program to its residents and manage hang tag distribution. City Council approved the Overnight Parking Program in early 2022. The Overnight Parking Program can be found as attachment 1.

 

At the November 3, 2022, Transportation Advisory Board (TAB) Meeting, staff brought an overnight parking proposal for the Vintage Club on Shandrew Drive and Blakely Drive. After public input from residents of the Vintage Club and residents from the neighboring subdivision (Sedgwick), TAB members tabled the agenda items related to overnight parking and asked staff to bring back the agenda items with the public input from the meeting considered. The minutes from this meeting can be found as attachment 2.

 

The Vintage Club resident’s concerns were primarily related to restricting parking on the east side of Shandrew Drive. This would require residents to cross Shandrew Drive and require northbound vehicles to find a location to turn around before parking on-street.

 

Sedgwick resident’s concerns were primarily related to increased traffic, snow removal, and not being allowed into the program.

 

DISCUSSION:

Vintage Club (located south of Ogden Avenue, east of Shandrew Drive, north of Blakely Lane, and west of the Ivy Ridge subdivision) approached City staff about being included in the overnight parking program. A map of the area can be found as attachment 3. City staff (Fire, PD, Public Works, TED) reviewed their request and approved the need for overnight parking as they met all program requirements. The Vintage Club sent in a letter with their application that details their need for the overnight parking exemption. The letter can be found as attachment 4.

 

The overnight parking program states that parking cannot be located on the side of the street with fire hydrants. In City staff’s original proposal, staff recommended parking along with overnight parking on the west side of Shandrew Drive from Ogden Avenue to Paisley Lane and the south side of Blakely Lane from Shandrew Drive to a point 260 feet east of the centerline of Shandrew Drive.

 

After hearing public feedback from residents of both the Vintage Club and Sedgwick, staff developed three alternatives. Each alternative provides on-street parking on both sides of Shandrew Drive addressing the concerns related to crossing the street and turning around. Parking adjacent to the Vintage Club buildings will be allowed on the south side of Blakely Drive in both alternatives.

 

Any vehicle will be allowed to park in these locations during daytime hours. Vintage Club resident vehicles with hang tags would be allowed to park in these locations between the hours of 2:00 am and 5:00 am. Attachments 5, 6, and 7 are maps of the three proposed overnight parking alternatives. These maps are a representation of the restrictions.

 

Staff reviewed these alternatives with the Police, Fire, and Public Works Departments. As separate subdivisions border each side of Shandrew Drive, the operating departments did not object to modifying the proposed on-street parking areas for this case as long as parking is limited to one side of the street. For operational efficiency, the operating departments prefer to minimize the number of times parking switches from one side to the other.

 

During observations throughout the last month, staff found that on-street parking is being used by 3-7 vehicles at any given time.

 

All three alternatives are acceptable from a staff perspective.  Alternative 2 is recommended as it provides the most parking, distributes parking locations, and provides more efficiency for city operations (snow plowing, Police enforcement, and Fire response).

 

Along with the proposed parking and parking restrictions in the area, the standard City of Naperville Municipal Code Section 11-2A-1 parking prohibitions will apply. These include no parking:

                     In any intersection

                     In any crosswalk

                     Within 30 feet of a stop sign on the approaching side

                     Within 20 feet of any intersection or crosswalk

                     Within 15 feet of a fire hydrant

                     At any place where the vehicle would be within 10 feet of a driveway or would block the use of a driveway

                     On any sidewalk

 

The draft ordinances of the Overnight Parking Exemption proposals are provided as attachments 8, 9, and 10. With parking only being allowed on one side of the street, a separate agenda item is needed for the ordinance changes related to those three alternatives as well.
