BACKGROUND:
In September 2022, Water Utilities issued Bid 22-223 for the rehabilitation of approximately 17 existing sanitary sewer service laterals by utilizing the installation of cured-in-place pipe (CIPP). The bid also includes the installation of approximately 11 Vac-A-Tee cleanouts and the installation of nine CIPP spot liners to cover abandoned laterals.
Lining service laterals have shown to be effective in reducing groundwater and rainfall-related infiltration and inflow into the sanitary sewer system. Excessive infiltration and inflow into the sanitary sewer system take up system conveyance capacity which may cause sanitary sewer overflows and sanitary sewer basement backups.
This work will be done prior to the Washington Streetscape project in 2023. Also, all work will be done during overnight hours so to minimize any traffic concerns. This work will not affect any winter operations.

• Resin and other material costs have increased during the bid process. The ongoing increase in material costs explains why the estimate is lower than the bid pricing.

The completion date of this project is April 30, 2023. The term of this contract is six months with no options to extend.

Sanitary sewer and lateral lining services are expensed to the infrastructure account listed below as part of the capital improvement program. A total of $1,600,000 has been submitted as a part of the 2023 Budget for service laterals related to the Downtown area. Pending Council approval, the requested award is expected to be within budget.
