BACKGROUND:
The Fleet Economic Committee and Fleet Services Manager reviewed and approved Unit 296 for replacement in the 2021 fiscal year.

City Council awarded Contract 21-078 in February 2021. In August 2021, Peterbilt instituted a $2,000 surcharge on all orders. Change Order # 1 was approved by the City Manager on August 20, 2021.

Unit 296 is a swaploader with a dump body and a flat-bed body. During final stages of the flat-bed build, the upfitter realized a bumper is required based on how far the flat-bed body extends past the chassis.

DISCUSSION:
The Department of Public Works is requesting a change order in the amount of $3,191.25 for replacement of Unit 296. During final upfitting stages, the upfit vendor (Bonnell) determined a fold-down bumper is required to meet safety standards. That was not included in the original specification and quote.

The upfit vendor originally quoted eight hours of labor for a total increase of $3,751.25. Staff negotiated with the vendor and the quote was reduced to $3,191.25.

Staff recommends a change order in the amount of $3,191.25 for a total award of $274,871.46.

Vehicles for the Department of Public Works are funded from the Vehicles and Equipment account below. DPW budgeted $277,500 for replacement of Unit 296 in 2021. The vehicle was anticipated to have been received in 2021, so unlike other vehicles, this was not re-budgeted for in 2022. Staff will continue to monitor expenses to accommodate this overage.
