BACKGROUND:
In 2020, phase one of the Police Department roof project was completed. The phase included restoration of the eastern most third of the building (ten sections), removal and replacement of the existing roof and insulation and flashing. On January 19, 2021, City Council approved the second phase of the roof replacement project to restore eight sections of the westernmost third of the building. Work includes removal and replacement of the existing roof and flashing, as well as removal and replacement of 700 square feet of wet insulation found during an infrared scan performed in November of 2019.

DISCUSSION:
A change order is requested to remove and replace an additional 2,714 square feet of wet insulation in five of the eight roof sections discovered during the demolition of an existing deteriorated wood deck. A second infrared scan was performed to determine the extent of the damage under the removed deck.

The amount of the change order exceeds the original contract by $13,940.

I, Beth Lang, of the Department of Public Works certify this work is necessary for successful completion of this work/project/contract. I further certify the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed, or the change is germane to the original contract as signed, or the change order is in the best interest of the city and authorized by law.

The contract was approved with contingency in the amount of 5% ($14,199.95) of the original contract value. Staff requests the use of contingency funds for the change order. A summ...
