BACKGROUND:
City Council awarded Contract 19-046, Strategic Update to the Comprehensive Master Plan to Houseal Lavigne Associates, LLC to conduct a strategic update to the City's Comprehensive Master Plan. The update was planned to include the following major components:
* Provide recommended future land use map for geographic areas that were anticipated to develop or redevelop at some point in the next 20 years;
* Recommend best practices, trends, goals, and opportunities regarding specific planning issues applicable Citywide; and
* Consolidate the City's existing sector and sub-area plans, as well as the findings related to the tasks above, into one comprehensive document.
DISCUSSION:
This change order is requested to add funds to the original contract so the residential recommendations detailed in the draft Land Use Master Plan can be modified to better align with the desired residential approach as identified by City Council in December 2020. The modifications will include the establishment of additional residential future land use categories, criteria as to when additional density would be acceptable and would not be acceptable, and guiding principles that provide a foundation for the recommendations contained in the Land Use Master Plan. foundation for the recommendations in the Land Use Master Plan. foundation for the recommendations in the Land Use Master Plan.
