BACKGROUND:
In February 2020, the City experienced a perceived breach which prompted the need to secure security services from Cisco to evaluate and eliminate the threat. An emergency purchase was authorized for $100,000 by the Chief Procurement Officer to retain 160 hours of support relating to the Cisco systems. Per ordinance, Council was advised of the emergency purchase at the March 3, 2020 meeting.

Rectifying the threat did not use the entire retainer and the hours expire one year from date of purchase. The remaining hours will be used for assessment services from the Cisco Talos IR (Incident Response) Team to complete a security assessment and provide staff with the findings. With this assessment, Information Technology (IT) will competitively bid to retain services to address the highest priorities. The likelihood of cyber-attacks against the City are increasing each day and with the COVID pandemic causing more remote access into the City systems, it is more important than ever to ensure that the protections and processes are in place to ensure services and data are protected from destruction or improper exposure.

DISCUSSION:
This request is to retain a bank of Cisco Talos IR Service hours to supplement the original service hours to immediately secure services in the event of a breach and will extend coverage time to one year from date of this purchase. With this, staff will have access to a wide variety of incident services and technical resources for use in an emergency such as another cyber-attack, breach or other threat.
