BACKGROUND:
The Water Utilities supply and distribution systems use approximately 60 Cla-Val manufactured control valves. Valves are used for system control, surge suppression, pressure control, booster pump controls and pressure relief. When valves do not operate correctly, ramifications include watermain breaks, water system pressure loss and/or tank overflows.
In 2018, staff conducted a comprehensive inspection of the Cla-Val manufactured control valves located Citywide. It was determined the existing valves needed to be repaired, upgraded and integrated with the SCADA system. The comprehensive and proactive upgrade and repair of the 60 Cla-Val valves at ten water supply sites, two booster stations, eight emergency well sites and several sites located in the water distribution system was completed in 2019 by the Dorner Company.
DISCUSSION:
A sole source is requested for a five-year term from July 1, 2020 through June 30, 2025, for the purchase of replacement parts, repair services and Cla-Val new valves. Also included is required annual inspections and calibrations services.
Cla-Val has a sole source distribution model for valves and parts. Cla-Val provided staff with documentation stating Dorner Company is the exclusive provider of valves, parts and kits for their products. The sole source letter from the vendor is attached.
Cla-Val products cannot be modified by other manufactured parts. If other manufactured parts are used, the Cla-Val control valves will not operate correctly, which causes pressure issues within the water distribution system.
