BACKGROUND:
The Department of Public Works (DPW) requires the use of rock salt for winter operations to maintain safe roads. DPW has taken measures to limit the use of salt due to its high cost and environmental impact such as lowering application rates when conditions warrant and postponing the application of salt on residential streets, including cul-de-sacs, until after plowing is complete in some circumstances. Over the past ten years, the City has used an average of 14,000 tons of salt each year.

On November 5, 2019, the City Council awarded Contract 19-253 to Compass Minerals for an amount not to exceed $1,211,264 for the 2019/20 winter season. Roadway salt was purchased under the State's Joint Purchasing Program. Under this program, the City was able to purchase 12,800 tons of salt at $94.63 per ton.

DISCUSSION:
During the 2019/20 winter season, DPW used approximately 9,000 tons of salt and purchased the minimum required under the State contract. When deliveries for salt are received, the amount delivered per truck varies depending on the size of truck used. Due to this variance, the City took delivery of approximately eleven additional tons of salt over the award amount of 12,800 tons. Change Order #1 is requested to add the necessary funds to pay the final invoice.

Roadway salt is expensed to the salt and chemicals account listed below. A total of $1,211,264 is budgeted for salt in 2020. The requested change order award of $1,100 is available due to savings from other winter operation expenses such as roadway contractors.
