BACKGROUND:

A growing number of criminal acts committed in Naperville, as well as other suburbs, are committed by individuals from outside of the jurisdiction.  For example, burglary to motor vehicles, residential burglary, auto theft and armed robbery are common activities committed by transient offenders. Research has shown that communities that have utilized License Plate Recognition (LPR) cameras have reduced criminal activity and solved more crimes.

 

The Naperville Police Department (PD) currently has access to license plate recognition camera technology on Patrol squad cars, community service vehicles, and one fixed location.  The information retrieved from the cameras allow the PD to generate potential leads for criminal investigations and clear cases.

 

Unfortunately, installing LPR technology on fixed locations is cost prohibitive due to the lack of access to street signals, electricity, and fiber cabling.  The cost estimate to install one fixed LPR camera is approximately $40,000 in labor costs alone.

 

On April 28, 2021, the Police Department issued RFP 21-142, License Plate Recognition Camera Technology to source a qualified vendor to furnish and install 18 solar powered LPR cameras at locations near the City’s roadway entrances and exits. The cameras will capture and store image data that will be used to help deter crime and increase clearance rates.

 

Due to their solar-power and mobile broadband abilities, Flock LPR cameras was selected as the successful bidder.

 

DISCUSSION:

The Naperville Police Department recommends installing two Flock LPR cameras in Will County in 2022. Specifically, one camera on Hassert Boulevard and the second on Plainfield/Naperville Road near the Naperbrook Golf Course (site plan attached).

 

Will County Right-of-Way (ROW) Alternation permits are required to place the cameras. Will County also requires that the City of Naperville execute an Intergovernmental Agreement and a Letter of Agreement with the ROW Alternation permits (R-14-0013 and R-66-0009 forms attached).

 

The Intergovernmental Agreement is a standard version that has been used in nine other communities. The Legal Department has reviewed and approved the Intergovernmental Agreement.

 

FISCAL IMPACT

$2,500 annually per camera.
