BACKGROUND:
The Department of Public Works (DPW) established CIP SL137, Citywide LED Street Lighting Conversion, to fund the replacement of all existing streetlights with light-emitting diode (LED) fixtures. The project improves visibility and safety, reduces light pollution and environmental impact through energy reduction, and provides the City with maintenance and re-lamping fee savings. The project is estimated to save $4.56 million over 10 years with the payback starting after six years.
The LED conversion project began in 2015 and was divided into three phases. The first phase replaced 1,727 fixtures on arterial streets and was completed in April 2015. The second phase replaced 6,930 residential streetlights and was completed in March 2016.
The final phase began in early 2017 and involves the upgrade of 2,843 specialty streetlights, which include Salem-post tops, Shepherd Crook and parking lot and roadway lighting fixtures.
DPW also established SL125, Capital Upgrade/Replacement of Street Lighting Systems, to fund the upgrade and replacement of deteriorated concrete and aluminum streetlight poles with city standard aluminum poles and to install new uniduct to create a more reliable streetlighting system.
DISCUSSION:
This phase of the LED light fixture conversion project will replace existing high intensity discharge (HID) fixtures with LED fixtures on approximately 500 decorative streetlights, including Salem-post tops and other specialty street lighting. In addition, as part of SL125, this phase of the project will replace and upgrade deteriorated poles. To increase efficiency of installation, the poles will be replaced at the same time as having the new fixture installed.
DPW staff has identified the following fixtures for replacement throughout the City:
• Caged Acorn Post Top fixtures and poles at the municipal center
• Post Top Salem fixtures in various neighborhoods
• Uncaged Acorn fixtures in the historical district
The new replacement fixtures will last significantly longer than existing fixtures and include a 10-year warranty. Lead times for the poles and fixtures range between 8-24 weeks. DPW will coordinate installation of the fixtures and poles in 2023. The remaining specialty fixtures will be completed over the course of the next several years depending on funding.
The LED lighting fixtures are available through OMNIA Partners Cooperative Contract EV2370 through Graybar, Inc.

LED light fixture conversions are expensed to the infrastructure accounts listed below, as part of the capital improvement program. A total of $500,000 is budgeted for SL137, LED Street Lighting Conversion, in 2022. In addition, a total of $475,000 is budgeted for SL125, Capital Upgrade/Replacement of Street Lighting Systems, in 2022. The requested award of $672,780 is within the budgeted amount for this expense.
