BACKGROUND:
The Water Utilities operates and maintains 747.5 miles of water main ranging in size from 4” to 24” diameter. This includes approximately 14,500 distribution system valves. A large number of these valves are at the end of their expected service life of 50 years, and some are experiencing irreparable operational issues. The use of insertion valves in targeted areas will minimize water supply disruption to customers while installing new valves and keeping water mains in service to critical water users. The service life of an insertion valve is approximately 50 years.
In August 2022, the Water Utilities issued Bid 22-242, Naperville Insertion Valve Installation Program. This work includes the installation of different sizes of insertion valves in multiple locations. The work also includes pavement removal, excavation, excess spoil disposal, trench backfill, pavement restoration, and traffic control.

Staff has checked Superior Excavating Co’s references for similar projects with municipal clients and got positive feedback.
The initial completion date of this project is December 31, 2023. Upon satisfactory completion of the initial project term, this contract allows for three (3) additional one-year options to extend.
FISCAL IMPACT:
CIP: WU042 - Water Main Valve Replacement Program
Costs associated with the Water main valve installation are expensed to the account number listed below. A total of $150,000 is budgeted for 2022 for this service as part of the Capital Improvement Program. The remaining costs for this project will be budgeted accordingly during each budget cycle.
