BACKGROUND:

City Council awarded Contract 22-022 to J. Congdon Sewer Service on April 5, 2022 with a completion date of September 30, 2022.

 

The purpose of this contract is to replace aging and functionally deficient water mains in the West Highlands and Maplebrook East subdivisions.

 

DISCUSSION:

This change order is requested to extend the substantial completion date from September 30, 2022 to December 5, 2022. 

 

This request is due to a delayed project start for reasons beyond the control of the general contractor. In 2022, the construction industry, as a whole, has experienced a shortage of available construction materials, creating delays on projects while increasing the cost of those projects. 

 

For this project, the lack of available water main pipe and appurtenances contributed to a delay of approximately three months.  Additionally, the International Union of Operating Engineers Local 150 strike against material producers and quarries across northern Illinois impacted the availability of aggregate necessary for construction. 

 

After delivery of materials to the project site and the start of construction in mid-July, J. Congdon Sewer Service has been diligent in the performance of the Contract work and is making a good faith effort to complete the work as efficiently as possible. 

 

For these reasons, staff recommends extending the substantial completion date to December 5, 2022.
