BACKGROUND:

These 11 vehicles were reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2023 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score of 23.0 or greater. All 11 units meet replacement criteria as outlined in the table below:

DISCUSSION:

These vehicles are assigned to the Police Department Patrol Division and used daily for police emergency response, routine un/marked and non-emergency patrol, parking enforcement, and traffic and crowd control at special events.

 

All 11 units will be auctioned through the City’s auction service provider.

 

All of these units will be replaced with 2023 Ford Utility Interceptor Hybrid units. The hybrid powertrain meets the City’s sustainability goals and reduce fuel consumption. The units are specified consistently to maintain fleet conformity.

 

The new vehicles are available on the Sourcewell Cooperative, an approved cooperative through National Auto Fleet Group, Contract #091521-NAF. National Auto Fleet Group has quoted the vehicles as specified in the amount of $50,781.04 each, for a total of $558,591.44.

 

Ford is scheduled to begin production of the Utility Interceptor Hybrid vehicles November. Ford has reduced production capacity and has decreased the number of available build slots.

 

If we are able to secure a build slot, the units will be received in 2023. Waiting until 2023 to award this purchase may result in extended lead times for delivery, which could ultimately have negative operational impacts.

Police Department vehicle replacements are expensed to the Vehicles and Equipment account below. The units will be received and paid for in the 2023 budget year. The proposed 2023 budget will include $713,400 for these vehicles. The balance of the budgeted amount will be used to upfit the vehicles for operational use. Staff is confident that the award can be accommodated in the 2023 budget as this request aligns with the 2022 vehicle replacement plan.
