BACKGROUND:
The Electric Utility (Utility) is responsible for the City's safe and efficient delivery of electricity. In order to maintain operations and reduce the scope and duration of certain outages, there are currently 136 Distribution Automation (DA) automated switchgear strategically located throughout Naperville. The DA system is installed on 95 feeders and covers 52,648 customers. The first of these devices was installed in 1997.

Automated switchgear provides redundancy for 90% of the 12kV feeders in the city. DA is critical to the Utility's operation because it reduces downtime and minimizes the number of affected customers during a power failure.

The Utility currently uses S&C Electric Company series 2850 and 5800 DA controllers. Due to the discontinuation of this series, the Utility must upgrade to the new 6800 series controllers to allow for SCADA to communicate with the switchgear and for remote control of the units. They also provide feedback with pertinent data on the 12kV feeder to Electric Service Center Control Room.

This upgrade will enable the Utility to utilize secure ethernet communications, speeding up the response time of devices in the field as well as modernizing and updating existing equipment.

DISCUSSION:
This sole source is requested to purchase hardware to upgrade the DA equipment for 32 controllers and maintain conformity of equipment throughout the Utility's network.
