BACKGROUND:
The Electric Utility (Utility) maintains a 125Vdc stationary battery system at each of its substations that provides control voltage to Utility circuit breakers, system protection elements, and SCADA devices.
The Utility has been upgrading its old electromechanical relays with microprocessor-based relays and installing crucial communication equipment in its substations. These upgrades add a significant amount of continuous load to the battery system that was not accounted for in the initial design of the battery.
The Utility has identified three substation locations which require battery replacement. The batteries located at the Washington Substation, Royce Substation and Fort Hill Substation are 17 and 15 years old respectably and are approaching end of life. In addition, the Fort Hill Substation is leaking fluid in between scheduled maintenance. Due to these factors, replacement of the batteries at each location is necessary.
DISCUSSION:
Utility engineers performed a battery sizing calculation per IEEE 485, in order to properly spec out an appropriate replacement battery at each location. The C&D 3DJ-09HP battery proposed meets the calculation requirements as well as all other Utility specifications.
Staff has identified an approved cooperative contract, Sourcewell Cooperative Contract 121218-WES through Wesco Distribution Inc., for the procurement of the approved C&D battery, battery rack, spill containment, and installation/testing services.
