BACKGROUND:
The Consolidated Annual Performance Evaluation Report (CAPER) reports on actions taken and CDBG funds spend during Program Year (PY) 2021 (April 1, 2021 - March 31, 2022).

DISCUSSION:
During PY 2021, the City of Naperville spent a total of $1,120,833 on CDBG projects.

Approximately $638,721 or 57% of the total funds spent, consisted of CARES Act funds used to address the impact of the COVID-19 pandemic on low and moderate-income residents, homeless persons, and small businesses. The CARES Act funds were part of a total allocation of $1,024,728 in COVID-19 relief funding originally received in PY 2020.

In addition to the CARES Act funds, $270,447 or 24% of total funds spent were PY 2019 and PY 2020 regular entitlement funds spent to complete projects originally approved for these years.

Another $211,031 or 19% of the total funds spent, were PY 2021 entitlement funds spent to complete PY 2021 projects.

Funds were spent on the following projects:

CARES Act (COVID-19 Relief Funding): A total $638,721 of CARES Act funds were spent on eight projects to prepare for, prevent, or respond to the COVID-19 pandemic during PY 2021:
1. Food and Emergency Assistance Program - $36,730.13
Loaves & Fishes Community Services to provide food and other emergency assistance to low and moderate-income people impacted by the COVID-19 pandemic.


2. Emergency Temporary Housing Program - $200,000
DuPage PADS to provide housing in hotels/motels to persons who lost their housing due to pandemic-related issues.

3. Emergency Assistance Program - $103,621.06
Loaves & Fishes Community Service to provide temporary rent/mortgage/utility assistance to persons at risk of homeless...
