BACKGROUND:
The IT Department regularly assesses its portfolio of cyber security tools relative to the evolving cyber security environment, associated threats, and the needs of the City. Last June the IT Department added to its portfolio of cyber security tools by procuring Darktrace Enterprise Immune System (EIS). Darktrace EIS provides a second line of defense and a significant improvement in the City's cyber security preparedness. This tool provides a cost-effective method of monitoring our internal cyber activity and identifying threats so that they can be addressed.

Darktrace EIS is needed because firewalls and endpoint protection alone does not provide an appropriate level of cyber security consistent with the needs and requirements of the City given the current cyber security threats. Darktrace EIS is a cyber security solution that provides lateral visibility and artificial intelligence machine learning capabilities to identify and address cyber threats. Lateral visibility identifies what is going on between devices that are already inside the network, and it can be thought of as a second line of defense after firewalls and endpoint protection. During the last year, Darktrace EIS performed well and significantly enhanced the City's cyber security.

DISCUSSION:
The purpose of this procurement is to renew the licensing and maintenance of Darktrace Enterprise Immune System (EIS) to continue using it in our portfolio of cyber security tools. Last year the amount of this procurement was below the City Council approval threshold, but with price increases this year it is now at the level of City Council approval. Also last year, the City received an introductory price discount on the product as a new customer.
