BACKGROUND:
The Water Utilities owns and maintains a 2,300-foot segment of large-diameter sanitary sewer along the West Branch of the DuPage River of which the structural integrity is threatened by ongoing erosion of the east bank of the river. While the pipe is not in immediate danger, it has been a priority of Water Utilities to stop ongoing erosion and ensure the pipe is protected for the indefinite future.

The project is being constructed in stages. Phase 1 was completed in 2020 and did not require DuPage County Forest Preserve District (FPD) coordination. Phase 2 of the project, to be advertised and awarded in 2022, impacts the FPD West Branch Riverway, located between 75th Street and Hobson Road.

DISCUSSION:
The FPD requires the payment of various fees in order to execute a license agreement to allow the City to perform this work. City staff met numerous times with the FPD in order to reduce impacts to the trees and therefore the fees required. A summary of the fees is below:

In addition, the FPD will require a refundable $10,000 restoration deposit, payable via check, to ensure the project is restored in accordance with the approved construction drawings. The FPD will retain this deposit until the restoration is established.
