On May 5, 2022, the Transportation Advisory Board (TAB) approved the recommendation to establish an Overnight Parking Program (7-0).
BACKGROUND:
The overnight parking ordinance has been in effect since at least 1960. In 1989, Section 11-2A-8 was amended to change the times vehicles were prohibited from parking on the street overnight from 2:00 a.m. - 6:00 a.m. to 2:00 a.m. - 5:00 a.m. This was done to allow parking for those who left early for work and wanted the ability to park on the street prior to 6:00 a.m.
In recent years, staff has received numerous complaints regarding compliance. Upon evaluation, various subdivisions were identified as having a high number of on-street overnight parking citations. It was further revealed that many of the areas with low compliance were townhome communities with limited parking options due to shorter driveways and single-car garages.
Overnight Parking Pilot Programs (2014 and 2016)
In response to complaints, the City developed an Overnight Parking Pilot Program in 2013. The program allowed residents to use a hang tag to park overnight on one side of designated streets and required active participation by the Homeowners Association to advertise the program and manage hang tag distribution.
The first phase of the pilot began in September 2014 in the Villages of Westglen. The streets included Bannister Drive, Fessler Avenue, Rennet Avenue and Grimes Avenue.
