BACKGROUND:
The City Council awarded Contract 19-064 to SCADA Maintenance Services in March 2019 for a one-year term with four one-year options to extend. The City elected to exercise its option to renew the contract for both optional renewal periods one and two. The purpose of the contract is to have a firm available to provide maintenance and troubleshooting services on the supervisory control and data acquisition (SCADA) system, which remotely monitors and operates the City's water supply, stormwater pumping, and wastewater facilities.

DISCUSSION:
During the initial term, as well as the first two option years, AAC provided good service and performed all SCADA/programable logic controller (PLC) work at the water, wastewater, and stormwater pumping sites. AAC agreed to add a staff member to accommodate the City's workload and respond to emergency and after-hours calls in a timely matter.

Based on the vendor's performance and willingness to increase staff, staff recommends extending the contract for the third option year. The vendor asked for a two percent increase due to rising labor and operational costs.

The term of the second option year is May 1, 2022, through April 30, 2023, with one option year remaining on the agreement.

CIP: WU033, WW034

SCADA repairs, maintenance, and upgrades are expensed to the Operational Services and Infrastructure accounts listed below. A total of $83,250 is budgeted for various SCADA items in the Water operations accounts in 2022. An additional $200,000 is also budgeted for capital-related improvements to the SCADA system under WU033 and WW034.
