BACKGROUND:
In 2017, in response to RFQ 17-122, the City Council approved a group of qualified and experienced consulting engineering firms to provide engineering services for future Phase I and Phase II roadway and intersection improvement projects. Six qualified firms were selected and shortlisted. The short-list remains in effect through February 11, 2023. The short-listed firms include:

1. Alfred Benesch & Company, Inc.
2. Civiltech Engineering Inc.
3. Crawford, Murphy & Tilly
4. EXP US Services
5. Thomas Engineering Group, LLC
6. TranSystems

In March 2022, the Transportation, Engineering and Development (TED) Business Group issued a request to the shortlisted engineering firms to provide a Letter of Interest ("LOI") pertaining to Phase II design engineering services for streetscape, utility, and pavement upgrades in the Downtown Business District. The general scope includes the detailed engineering design required to develop plans, specifications, cost estimates, and bidding documents.

Since the original plat for the City of Naperville in 1842, the Downtown Business District has seen considerable growth and redevelopment. This area has been built with various standards and streetscape designs at different times. Streetscapes have generally been improved on a development level with a handful of City-led projects such as the 1978 Jefferson Avenue streetscape improvements.
