BACKGROUND:
The Department of Public Works manages capital upgrades and replacements of the City's street lighting systems. Due to safety concerns, staff identified a portion of Bailey Road as having insufficient street lighting.

In February 2020, the City Council awarded the Job Order Contracting (JOC) services to Robe Construction, Inc. JOC is an approved alternative procurement method to the more traditional bid process typically used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of work. Project cost is determined by applying each item scope item to a predetermined book price.

DISCUSSION:
As part of capital improvement project SL125, Capital Upgrade/Replacement of Street Lighting Systems, DPW included funding for the installation of new and replacement street lighting on Bailey Road between Naper Blvd and Washington Street. This project will include the design and installation of 18 streetlights, underground boring, and a new controller on the north side of the roadway.

Staff recommends this work be completed by the City's JOC Contractor, Robe Construction Inc. Staff elected to use the JOC procurement method for this project in order to value engineer the scope of work as well as expedite project completion. Robe Construction is capable, qualified and is available to perform the work immediately. The alternative would be to use the traditional design bid method, which would significantly delay commencement and likely add cost.
