BACKGROUND:

In April 2018, the City Council awarded Contract 18-008 to D. Ryan Tree & Landscape, LLC (D. Ryan) for a two-year term from the date of award with three, one-year options to extend.

The purpose of this contract is to retain vendors certified to trim trees and vegetation around Electric Utility (“Utility”) equipment.  Currently, Lewis Tree provides line clearance tree trimming near electrified power lines under contract number 20-020.

DISCUSSION:

The Utility recommends extending the third option year with D. Ryan.  Throughout this contact, D. Ryan has continuously provided timely, professional, and responsive services.  During the second option year, D. Ryan completed 234 service requests ranging from obstructions around electrical equipment in the field, at utility substations, around transmission poles, and for general clean up after the tornado.  D. Ryan has been instrumental in the success of our Tree Line USA program by working well with residents, fulfilling their needs, and providing excellent customer service to the Utility and its customers.

The Utility has continued to see productivity efficiencies directly tied to the fact that the Department of Public Works also uses D. Ryan for tree trimming and maintenance activities.  D. Ryan maximizes crew efficiencies by scheduling both departments’ work that is geographically close to one another at the same time.  This decreases travel time, fulfills both departments’ needs, and neither department has a backlog of outstanding work needing to be performed.

Based upon the vendor’s performance, the Utility would like to extend the contract for the third option year.  D. Ryan has agreed to maintain the rates and terms provided for under the original contract.

The term of the third option year is April 18, 2022, through April 17, 2023, with no further option years remaining.
