BACKGROUND:

In February 2022, the Water Utilities issued RFQ 22-109 for engineering consulting services for Springbrook Water Reclamation Center (SWRC). The work requires engineering consultants to complete engineering services for capital improvement projects (CIP) at SWRC. Selected firms must be capable of completing at least six of the ten potential project types.

 

The RFQ will establish a shortlist of qualified consultants. The shortlisted firms will be available for services on a variety of future CIP projects including BioWin modeling, bench and full-scale pilot testing, IEPA permitting assistance, influent pump station improvements, South Plant expansion, biological nutrient removal and tertiary filtration projects.

Proposals were received from the following firms:

A selection team comprised of staff from the Water Utilities evaluated responses, which were scored based upon the criteria set forth in the RFQ:

 

1.                     Capability, Capacity and Qualifications of the Firm

2.                     Suitability and Quality of the Approach

3.                     Milestones and Deliverables

4.                     Outcomes to be Achieved.

 

After reviewing proposal responses, the selection team gave the following four firms the highest scores: Black & Veatch, Carollo Engineers, CDM Smith and Donohue & Associates.

 

Per the RFQ document, for future projects, vendors will be selected based upon qualifications and/or cost depending upon the complexity of projects.

 

The term of the resulting contracts is three years from execution of the master services agreement and up to five one-year options to extend.

The City anticipates using the below listed account to fund engineering services for SWRC projects. Projects budgeted in that account include funds for engineering services. Expenses are not incurred until a project is awarded to one of the shortlisted firms according to the City’s established procurement methods.
